Set the sequence to 3840x1080 and scale the footage 200%, or Set the sequence to 1920x540 and set the output dimensions to 3840x1080 when exporting. The easiest way to create the 640x1080 black bar is

You have two options. You can letterbox your video so they will see the full image or you can crop and lose the sides of the image. SD is not square pixel; the PAR is .91 (rectangular). It is peculiar

30p will give you slightly smoother motion. Again, the delivery venue becomes important--if you're projecting on a large screen, then a higher framerate might make sense. A bicycle moving horizontally
