If your film plate is HD then stick with HD. I am one of those bozos that like to do everything in high res 4K but for your situation, you are not gaining anything if your footage is all HD.

You have to add it as a precomp or setup a sequence in an NLE. Its been this way since the days of adding bars tones countdowns.

Even still, I may export a full res master and THEN make your H264 file after with a compressor with more control. You'll find better results in the quality of the file if you export a full res ProRes
