I created the menu in PS, it's 720x480 pixels with a 1.21 PAR. The highlights are far to the lower left of where they should be. I have tried saving the PSD as different PAR and it's still not working

This is not normal, so I'd assume you have some setting that is off. So look for things you don't normally consider: Are you sure you created the project as NTSC and not PAL Are you sure you have the

what project setting should I use for 1920x1440 footage?

There's no setting for this, closest is of course 1080 but it's a 4:3 ratio which would fit the 640x480 project setting. I plan on AMA linking and transcoding of course. Currently it is in prores 422.
