The timecode filter defaults to 30fps drop frame and there are other settings that you also might want to check.

Even more important than what Dave asked is, did you install FCS3 over the top of FCS 2 If so, then you're most likely hosed until you do a ground-up reinstall. You can try to uninstall using the FCP
