You can right click the Source Image Sequence and choose 'Interpret Footage" and set the frame rate to whatever you'd like. The duration indicator updates as you change the frame rate so you'll know y

I do rough cuts of my graphics in premiere all the time. I used to use AE for that like you say you are, but since CC premiere is so awesome and easy to use I don't bother cutting timelines in AE any

Your original expression looks fine to me. Maybe try looking for something else... There's a lot that can go wrong when linking between comps - and a lot that can go wrong when referencing a position.
