Yes, you can certainly animate a text path, if that's what you mean. Turn on Record Animation, select the Edit Points tool and keyframe your path - or you can simply rotate it or scale it or whatever

It seems there was a bug that was introduced. Now every drop zone starts at the beginning of the animation and it is offset depending on where you click on the Drop Zone. I go into more detail on this

Go for one of the Uncompressed options if quality is very, very important - otherwise, I would opt for ProRes 4444 which should be plenty good enough for most purposes and will be easier to work with.
