The comp settings you have chosen specify a pixel aspect ratio of 1.33, so your images are being stretched by that factor. However, you should be able to drop images into this type of comp and AE will

If you are asking about a simple video card, I would highly recommend something faster then PCI. Systems that don't have PCI-X will normally have one AGP port that is normally used for the video card.
