FCPX is still in active development with a long term roadmap, so I'd say it's more a question of prioritizing maximum utility of a feature for widest number of users vs. ruling anything out. Noah FCPW

Yes, you can certainly animate a text path, if that's what you mean. Turn on Record Animation, select the Edit Points tool and keyframe your path - or you can simply rotate it or scale it or whatever

Motion's tracker is a point tracker. You really need a planar tracker to do what you want. Sometimes you can get it to work - make sure you are doing a Corner Pin track - but really, much better to us
