In a word, Prelude. Rename them however you want on ingest and work with them from there. Original filename will remain for access anytime.

From either PPro or Prelude highlight the subclips in the Project Bin and Export Media will take you to Media Encoder where you can convert just those selects.

Actually Premiere does have motion blur. Use the Transform effect: turn off Use Composition's Shutter Angle and Set Shutter Angle to 180. Animate position. --------------------------------------------
