10.13.3 seems to have finally sorted the CUDA thing on Apple's end. Talking right web gpu driver and right cuda driver versions. Up til now you could fix it getting the pieces separately from Nvidia.

Actually you do get that behavior when adjusting the ins and outs for subclips and comment markers inside Prelude. I don't mark a thing inside PPro. I start every Adobe job in Prelude.

Actually Premiere does have motion blur. Use the Transform effect: turn off Use Composition's Shutter Angle and Set Shutter Angle to 180. Animate position. --------------------------------------------
