I think part of the confusion is that it's unlikely that the other apps are actually reading TC. I don't believe VLC does. They are only looking at the video frame rate. It's common for video programs

This appears to be related to the lack of CUDA drivers for the Nvidia card in this machine. I reset the hardware configuration in preferences to Metal instead of auto and that appears to have fixed it
