How do I get rid of the floating project bin?

I cannot figure out how to permanently remove this floating project bin. Can't simply close it. If I try to move it it will move but another identical bin is right behind it. It's driving me nuts! som

Rod, put your cursor on the top part of the panel where the word "project" is then click and drag the panel to where you want it to be in your screen layout.

If your specs on export are just a typo and you are actually exporting at 23.976 you might try making your video previews ProRes and then, if it plays without the glitch in your timeline, exporting us

You might get more bang for the buck looking at a used machine. There are a ton of used Mac Pro towers that are a few years old that will do exactly what you want and that are within your price range.

David mentioned Disk Warrior, above. Disk Warrior can often fix problems that utility cannot. If you have no luck with the other suggestions I would get a copy and give it a go. Good to have, anyway.
