mhhhhh, this sounds like interlacing to me. or quality issue. Composition Settings resolution should be full Render Queue in Render Settings Make sure Field Render is Off to get a progressive signal.

Using a faster lens in darker situations was addressed, intervals of 160 on the ISO was covered as well, external monitoring and use of histogram help tremendously. I'll touch on the bright situations

I would try rotoscoping, but you still will have the spill to deal with. Black, white (or gray) BG may help with that. With a black or white back maybe messing with a luma key can help. Let me know ho
