Yes but then you have to burn the project to your hard drive as a DDP 2.0 file. This can be delivered to the replicator on a hard drive or thumb drive. You can also burn the ddp folder onto a data DVD

DVDs are always and only SD, if you are in NTSC you need to downconvert to 720x480 and if you are coming from a HD timeline make it 16:9 aspect ratio. Never let iDVD or DVDSP do your downconverting. Y

Most important piece of info is missing. What is the bitrate of the encode. If it is happening at the same place in the video you probably have an encoding bitrate spike.

I figured it out. Incoming video is 1080i 29.97, set primary to 525 29.97 and then realized that I had to set the secondary on 1080i 29.97 for the downconvert to work.
