Prior to posting I was trying to figure this out for 45 minutes... and naturally the moment I posted I solved it. When exporting media aspect must be "square pixels".

The EX1 Firmware upgrade gives you the ability to shoot in 24p native and set the SDI output as native 24p or 60i with pulldown. This is for people outputting to monitors that cannot handle 1080p. The

It worked this time. I restarted final cut and it was fine. "smooth cam" is weird. For some reason I thought it analyzed the clip and took the jitter or shake out, but it's doing something different.
