You can also import the comp into AME, click on preset output selection, and then set markers in the export settings. Then duplicate the comp in the queue and adjust the markers for the next version.

To my knowledge, in the 5+ years I've used Vegas, I have never had this issue before. I have always been able to render out in any resolution I chose. It depends on the codec... MPEG2 will not allow
