You shouldn't have to force anything. Premiere Pro even has a preset for 1080p 24p capturing. Maybe if you're changing settings back and forth, it's automatically switching the framerate back to 29.97

No, I don't get any blur or lines or anything at all. If it's not that you had to render it right away when you put the footage on the timeline, then it might just be a weird way the Canon is playing
