Depends on which effects you mean. The 2-tone effect could probably be done with de-saturate and high contrast. However, the overall sequence looks like an ordinary animation, maybe even hand-drawn..

You might want to try keying on the luminance of the overexposed sky. Then replace it with footage of a 'prettier' sky. You could probably even do that in Premiere. Jim

If I understand your question correctly, you won't need any plug-ins. Use the Transform Scale control to fake the zoom-in out. Obviously, the higher-res the original footage, the more you can zoom in.

Uncompressed SD is about 1GB per minute, HD is about 7GB per minute. (Assuming 8-bit 4:2:2).
