The first step is to try a different user account (create a new one if there isn't one) and see if the problem is there or not. If the other account has the scroll bars, then there is likely a problem

Note that you don't need to "enable root", you just need to become root. sudo su - It will then ask for your password and you are root. (Don't forget the dash, and don't forget to exit when finished.

This sounds like one of the Accessibility features. Hold down the control key and use the mouse wheel to scroll the size back to normal.
