I agree with Tero - the VBR encoding is only going to use as much bandwidth as is necessary for the scenes being encoded. If you encode using Constant Bit Rate, then it would be a bigger file. However

When exporting for YouTube, select the H.264 format, then under the presets drop-down list, scroll all the way to the bottom and use YouTube 1080p HD. Just double-check then that the frame rate is 29.
