I would pass on using Premiere for open captions altogether. Premiere has a very weak captions interface. Instead, use amara.org. Create your open captions on their site, export a caption file, import

What does the "Default Base"-setting do (I'm working with mixed 25 FPS and 60 FPS footage, do I need to touch this setting )
