A better way is to nest the composition in a composition with a low frame rate. The benefit over using the Posterize effect is that the nesting case only needs to evaluate the smaller number of frames

thanks that was a really big help. Increasing to 32 bit helped a lot and the noise does help create a better transition to black. However, there still wasn't a completely smooth transition into black.
