This circle segments rotate around the center of the reticle so their anchor points have to stay where they are unless I setup the rotation wrong...I used the "spin" behavior. j

I thought that if I'm compressing directly from DVCPRO-HD to PAL that I wouldn't need to change standards. Is that mostly just to conform to 25fps

This is just a heck of a lot of rotoscoping, from what I can tell. Once the individual elements are isolated to their own track, you can adjust their speeds and durations independently.

If you want to save on encoding, you should look at MXF4mac so you can use the MXF files natively. It will pay for itself in lost time immediately.
