Alex, tho might be tangential to your question, but here are two recommendations that I didn't see mentioned in your workflow: Calibrate the monitor. Check the color-corrected footage with the scopes.

DPX, but file size will be very large. ProRes 4:4:4 generates smaller files with very good quality. If you are ultimately exporting to H.264 ProRes 4:2:2 is fine.

If you edit 60fps footage into a sequence that has a lower fps Premiere will drop frames to keep the clip at a same duration. You need to work in 60fps if you want 60 fps.

Make the precomp AND the shape layers larger than they need to be. In your case, the precomp and the shpe layers need to be 50% larger than they need to be. Scale this precomp down in the main comp. T

Try the stabilization function in the Motion Tracker. Be prepared to use several tracking points in series because 15 minutes is a very long duration. If the stabilized image goes too far out of frame

720x480 H.264 is not a spec, though. You would need to use MPEG2-DVD for SD standards. H.264 is part of the Blu-ray spec, however, for HD playback.

Looks like a still image and text layer being rotated in unison. Several ways to implement: single comp; nested comp; or prepped in Photoshop Illustrator and rotated in an AE comp.

Consider using JPG2000 at max quality for lossless image sequences in 8-bit RGB. I prefer 10-bit DPX to minimize RGB-to-YCC artifacts.
