I believe there's an issue with Premiere 13.1.2 not recognizing a 3rd monitor properly but only for fullscreen playback. Whether it has to do with the software version or the 2019 MBP with Radeon Pro

RAM isn't the issue. You are trying to play back multiple streams of 4K footage...that requires a FAST RAID of drives. There is no way a single drive can deal with this....not even an SSD. YOu need a
