From the sound of it, I would try one of two things 1 - roll back your nvidia drivers to something earlier 2 - If you can definitively know that the problem lies with the GPU acceleration, turn it off

Yes, transcode to ProRes or another codec that is standard. A lot of people like 50mbit XDCAM (MXF OP1A) too which is about half of ProRes in size but still good looking.

I would only add to Dave's comment that you can save this as a batch process command. So after creating the actions needed to resize, you can apply to all clips in a folder.
