You need to install Premiere CS6 (included with Cloud subscription) in order to get Encore. From Encore you can create the ISO file.

Premiere will automatically export using the original media files. It will never export with proxies unless you manually offline the originals.

Instead of slowing the clip down in your sequence, try right-clicking the clip in your project window and selecting Modify-- Interpret Footage. Change the frame-rate from 60 to 23.98.

Final Cut Pro is not supported in Yosemite. That could easily be your issue. Unfortunately, I don't have a solution other than to get access to a computer with FCP and and older OS.

You can delete render files from old projects with no problem besides having to re-render them if you ever open the project again. It won't delete any of your source footage or anything from your time
