If you mean that you want all the storage components of a FCP library: Media, Motion Content, Cache, Backups all duplicated to a new location then in the original library change the storage locations

SATA and SAS drives are basically the same. SAS tends to be targeted for enterprise and workstations thus tend to have all the bells and whistles and a longer warranty (5 vs 1-3 years)
