you're getting banding if you shoot 8 bit for sure which h.264 is. it's the same idea why the hue angle makes little dots ;) with h.264, you need to check your zebras histogram for correct black white

32bpc changes how things are composited with transfer modes. also, any 8 bit effects might get distorted. you can enable clamp with level effects to stop wrap around changes.

yes -23 for dvd, for web use same ITU BS 1770-3 l but change lufs to -16 as computers and tv's have a different loudness standard.-16 is the new podcast standard volume so people don't have to adjust
