Video noise and grain clean up

I'm on Premiere Pro 2015 and I cannot find the video effect that is supposed to help clean up video noise and grain. I have sources that were shot in low light and it needs clean up bad! Any ideas Man

Yes. This is most annoying. All Effects boxes show useless info popups when I'm trying to adjust a parameter. Probably THE most annoying thing about Premier Pro, IMO. Tool tips are turned off in prefs
