Increase picture size

I have a picture that I put in my project and it doesn't cover up the whole screen (it leaves black bars). How do I make the picture cover it without editing the whole track I only want to affect this

This could be done in Vegas Pro. The hard part would be masking the saxophone player. Other tools like After Effects have the ability to dynamically create the mask for you (with the Roto Brush tool)

I'm using an older version of Quicktime because when I use the latest, my .mov files are black when I import them into Vegas.
