(29.97 x 4) = 119.88 119.88 means that if you put it at 25% it would be exactly 29.97. That might be why it looks choppy on 23.976.

I think she means just choose Width Height as if you were cropping. If you take a 1280x720 video and export it at 1280x700 it doesn't squish it down, it actually trims 10 pixels off the top and 10 off

If I crop 4 pixels off each side in the export settings though then my 1280x720 output will now be 1272x712, but since I'm starting with a 1920x1080 source there's no reason not to have a full 1280x72
