A particle system seems to me to be a better option. For a script-based solution, Expressions may slow down due to the number of layers. Perhaps a Javascript solution will be better - one that provide

When the animation starts, grab all your colours from the footage so that it matches. Maybe put it on a 3d layer and imitate the lighting. If the camera is moving, it's going to be very hard to match
