It can be done with tools like After Edit and a number of PC DVD editing tools but unless you know the ins and outs of the DVD spec you're going to screw things up. I did something like this long ago

Just a couple corrections: CBR vs VBR has nothing to do with discs skipping. If your bitrates are low enough and you avoid those bitrate spikes that VBR introduces you're fine either way. Also...ALL p
