TVs that have video playback from a file often have a loop setting. This is not something that you set on the file. The chances of a TV playing back Flash is slim. The file should be some form of mpeg

GOP should be IPB. Never change that. GOP length should always be 12 for 24fps footage and 15 for 30. Do a test with a problem section and report back.

PS has presets for video screen resolution. Start with the correct resolution for PAL 4:3 or 16:9. Your resolution is wrong, You must bring in the correct resolution. 72 dpi is correct.

I figured it out. Incoming video is 1080i 29.97, set primary to 525 29.97 and then realized that I had to set the secondary on 1080i 29.97 for the downconvert to work.
