Problem one can be addressed by making the clip your First Play, and in the Clip Inspector setting its jump point to the beginning of the video (i.e., the Track). Problem two can be addressed using Ch

The safest thing to do is to drop the 4:3 footage on a 16:9 timeline add add the bars left and right. This way you don't need to scale the actual video and there will be no surprises on how it plays.
