Think of the tracks as sheets of paper in a stack. You can only see the top one...UNLESS the top sheet is transparent, or is smaller than the sheets below it. As Ed says, you can "turn off" the higher

I'd use Brightness and Contrast. Use the Waveform Monitor scope to set uniform levels (0 IRE for home video, 7.5 IRE for material destined for broadcast or cable, assuming you're in the USA).Regards,
