Review the features of Mavericks and base the decision on that. If it's working for you under 10.8, and you have no compelling reason to upgrade, stay pat. As for Mavericks, we do support it and 10.9.

I would only add to Dave's comment that you can save this as a batch process command. So after creating the actions needed to resize, you can apply to all clips in a folder.
